In Russia, a pilot project for labeling cereals, grains, and flour will start on August 1

Starting from August 1, 2025, Russia will launch a pilot project for voluntary labeling of flour, cereals, certain instant foods, and honey in consumer packaging. The draft government resolution has been published by the Ministry of Industry and Trade and is planned to run until February 28, 2026.

The experiment will cover products of the flour and cereal industry intended for consumption after thermal processing, as well as instant potatoes, breakfast cereals, and honey.

Manufacturers, importers, and sellers are invited to participate on a completely voluntary basis. Based on the results, a decision will be made on whether to introduce mandatory labeling for honey and ready-to-eat breakfast products.

The aim of the experiment is to test how effectively the labeling system works for these products and to assess the need for expanding mandatory labeling. The experience will show whether this measure helps ensure market transparency and strengthen quality control.
