"Sugar-free" labeling in Russia may be subject to stricter regulations

The “sugar-free” labeling requirements in Russia may be tightened.

A proposal has been made in the State Duma to ban such labeling for products containing glucose, fructose, honey, molasses, and other sources of sugar. The changes may affect not only product packaging but also product listings on e-commerce platforms.

The number of products labeled “sugar-free” is on the rise. Russians are increasingly purchasing products with functional benefits, no added sugar, and clean ingredient lists.

According to the USDA forecast, sugar consumption in Russia during the 2026/27 season may decline by 11.5% to 5.75 million metric tons.
